Puducherry Planning Authority

Puducherry Planning Authority was established during November 1972 to exercise control over the urban development with power to issue permits for the construction of buildings under the provisions of the “The Puducherry Town & Country Planning Act, 1969” and in order to effect development control and to discharge the duties and responsibilities conferred under the Town and Country Planning Act, Planning Authorities were constituted in each regions of Union Territory i.e. Puducherry, Karaikal, Mahe and Yanam. In order to place the Puducherry Planning Authority on a sound footing, it was reconstituted in 2007 so as to achieve better administration and control over the modern urbanization. The Puducherry Planning Authority is authorized to prescribe uses of land within the jurisdiction of Puducherry region. Since enormous developments had come within as well as outside the urban areas of the Puducherry region of Union Territory and in order to control the spatial developments, the entire Puducherry region has been declared as Planning Area for the purpose of Planning permission vide notification during the year 1989. The first Comprehensive Development Plan for Puducherry was prepared by the Town and Country Planning Department and the same was notified on 9.3.1982 to have effect control over the developments and change of use.

The Puducherry area, which was originally confined to Pondicherry Municipal area and Oulgaret Municipal limits, has been extended to cover the whole Puducherry Region in the Union Territory of Puducherry vide notification dated 26.07.1989. The areas under the jurisdiction of this Authority include Pondicherry / oulgaret Municipal area, Ariyankuppam, Villianur, Bahour, Nettapakkam, Mannadipet Commune Panchayat limits covering a total area of 293.Sq.km. The other regions of Union Territory namely, Karaikal, Mahe and Yanam have their own separate Planning Authorities under the control of Town and Country Planning Department, Puducherry.

The Comprehensive Development plan for the urban area comprising of Puducherry and Oulgaret Municipal limits (except Kalapet, Alankuppam, Pillaichavady Revenue village) covering an area of 41.90 Sq.km. has come in to operation since March, 1982. The review of the above plan had been notified in July, 1997 and subsequent review has already been taken up by this Authority for the entire Puducherry region and existing land use has been notified and the proposed development plan is under preparation of this Authority.

Functions of the Puducherry Planning Authority

This Authority issues permits for all developmental works within the Planning Area, Collects Development charges, issues site clearances certificate /no objection certificates for power and water connections and initiates action against violations of provisions by the Town and Country Planning Rules, Buildings Bye-laws and Zoning Regulations. This Authority also provides accreditation to Town Planners / Engineers / Architects / Structural Engineers / Quality Auditors /Construction Engineers / Developers / Licensed Supervisors to practice as registered Town Planner / Architects / Structural Engineers/Quality Auditor/Engineer/licensed supervisors/Developer within Union Territory of Puducherry region Mandatory functions under the provisions of the TCPD Act.

  • To prepare in respect of Planning are:
  1. An existing land use map and land use register
  2. An Interim development plan
  3. A Comprehensive development plan
  4. A detailed Development plan
  • To prescribe uses of land within its area and for these purposes it may carry out or cause to be carried out surveys of its Planning area; and
  • To prepare report or reports of such survey
  • To control and regulate development and use of land through development plans,building bye-laws and zoning regulations and levy development charges; and
  • To enforce and implement detailed development schemes namely reconstitution or improvement of plots, etc; and
  • To make any agreement with any person or body in furtherance of carrying out detailed development plan; and
  • To perform any other functions which is supplemental incidental or consequential to any of the functions aforesaid or which may be prescribed from time to time.
